What Hospital Presumptive Eligibility is
Hospital Presumptive Eligibility (HPE) is a California Medi-Cal program that lets qualified hospitals give you immediate, temporary full-scope Medi-Cal based on your self-reported income and household size — without waiting for a full application to be processed. It's designed so you can get covered care right away instead of leaving with a bill you can't pay.
How to ask for it
Ask the hospital's financial counselor or admissions/registration staff: “Can you check me for Hospital Presumptive Eligibility?” You'll give basic information about your income and household — usually just your word, no pay stubs needed up front. If you likely qualify, they can approve temporary Medi-Cal the same day. It's free to apply and there's no penalty for asking.
It's temporary — file the full application too
HPE is a bridge, not permanent coverage: it typically covers you for the current period while your regular Medi-Cal application is decided. To keep coverage going, complete the full Medi-Cal application the hospital or county gives you. Medi-Cal can also be applied retroactively to cover care in the three months before you applied, so a recent bill may still be covered.
Who can qualify
HPE is income-based. Because California opened full-scope Medi-Cal to income-eligible adults regardless of immigration status on January 1, 2024, more people can benefit than before.
