(h) ... Such policies and procedures shall prohibit the forced sale or foreclosure of a patient's primary residence in order to collect an outstanding medical bill. Such policies and procedures shall prohibit a hospital from commencing a legal action related to the recovery of medical debt or unpaid bills against patients with incomes below four hundred percent of the federal poverty level.
